Arcite in Athens adores Emilie.
Palamon saw her first, under a tree. (the garden he saw her in was "full of branches green")
Also, going for bad puns and who prays to whom: the Arc of War is no Pal of Venus.

"and still can see." sounds a little dumb, but carries more of the story line in it.
"permanently" has the same problems.
"locked by decree" is a gratuitous rhyme, but emphasizes that he's the one who stays emprisoned; although it does make sound like Emilie's the one who's locked up.
