The article doesn't make the claim if I remember correctly - the radio station this morning did, and it's never a reliable source of good information. The next question of course is whether or not these are the only two coins out there in color.

There are several coloured Canadian quarters that have been issued over the past few years (all in very small quantities as commemorative coins, but that seems to be what this one is, as well). A partial list can be found here.

This article in the Globe and Mail says it's the first coloured *circulation* coin, which makes a lot of sense. All the others were just commemorative issues.
