Do apologies cost extra?

The BBC writes that McDonald's, responding to its first quarter of sliding stock price in memory, is going to improve the quality of its service and products.
"The company plans to introduce a "premium hamburger" made with more wholesome meat.
It says staff will be better trained, would smile and apologise."

Were they allowed to smile before this?
