Which is better - to put a recall on a book due in ten days, or one that is already 10 days overdue? The latter is already accruing fines.

The recall on the book not due for another 10 days has more chance of being returned, the person with the other book seems to be ignoring the fact that it is overdue already. However, the person who should have handed it over already has had longer to use it and it would therefore be fairer to recall that book to give the person with another 10 days a chance to finish using it. You never know, the overdue one may be returned fairly shortly so that the fines don't become unmanageable. I'd put it on the late book, but understand your hesitation.

Fairest would be to recall the overdue book.

More likely to succeed would be to recall the non-overdue book.

Most likely to succeed would be to recall both.
